緝熙樓位於偽滿皇宮內廷西院，是一座二層灰色舊式樓房，原為吉黑榷運局辦公樓。1932年清朝末代皇帝愛新覺羅•溥儀就任偽滿洲國執政後不久，便遷居這裡，從此，這座極為普通的樓房就成為溥儀及其後、妃的寢宮。溥儀依據《詩經•大雅•文王》“於緝熙敬止”句，命名為“緝熙樓”。溥儀本想以“緝熙”象徵前途光明，並繼承和效法他的祖先康熙皇帝，幻想復辟大清王朝。然而卻受到日本關東軍的操縱和控制，在這裡度過了近14年的傀儡生涯。

溥儀的生活區位於二樓西側，二樓東側則為末代皇后婉容的生活區，由於溥儀意識到自己是一個傀儡皇帝，無工可辦，也就懶得去辦公樓，這裡的書齋也就兼作了他的辦公室。而婉容雖為皇后，但在溥儀心中卻只是一件必不可少的擺設而已，長期受到冷落的她產生了很大的精神空虛與壓抑，最終導致她與侍衛管私通，盛怒下的溥儀將其打入冷宮，所謂冷宮，其實不過還是婉容原來居住的緝熙樓上西半部。從此，溥儀再也不肯見她，琴棋書畫樣樣精通的婉容開始終日以煙度日，在她的吸菸室中現有模擬蠟像為我們重現當時的情景。1946年，婉容病死於吉林。

1937年，溥儀從北京挑選了17歲的譚玉齡入宮，並把位於一樓西側的自己的召見室改成了譚的生活區，但是薄命的譚玉齡只在此生活了5年，1942年便病死與宮中，關於她的死說法眾多，溥儀自己認為是日本人害死了譚玉齡。溥儀將譚玉齡的骨灰安置在長春的波若寺，並在周圍擺上了她生前最喜愛的君子蘭，後來經寺裡和尚的精心照料，培育出了君子蘭中的名品——和尚頭，也是現在長春市的市花。

一樓東側原是太監宮女的生活區，現在是溥儀及其嬪妃的生活圖片展。
