中文摘要 我國現階段的政府體制正經歷著“從管制型到服務型”的重大轉型，從而對各級政府如何利用電子政務改變傳統的政務方式；如何透過政府入口網站向公眾傳達政務資訊；如何建立一個以公眾為導向、以需求為目的的新型服務型政府提出了巨大的挑戰。而作為資訊時代的公共服務龍頭，政府入口網站在電子政務中處於核心地位，它不僅是政府面向社會提供公共服務的重要視窗，也是廣大公眾同政府進行互動交流的重要平臺。因此，對政府入口網站建設、運營進行綜合性的評價，便成為衡量我國服務型政府建設狀況的一個重要環節。本文綜合運用企業管理學、政治學、公共管理學、統計學，計算機科學等學科理論，採用規範研究與實證研究相結合的方法，採取使用者評價與專家評價結合為主，層次分析和模糊綜合評價法輔助的途徑，透過查閱資料、人工訪問等方式，在借鑑了國內外政府入口網站的發展經驗，參照了政府入口網站的價值評價理論、績效評價理論、滿意度評價理論和服務評價理論後，根據指標體系設計的指導原則和考慮因素對指標體系進行了最佳化分析，並在此基礎上確立和構建了基於服務公眾的政府入口網站綜合評價指標體系為：“網站資訊服務指標”、“網站功能服務指標”和“網站質量服務指標”。最後，本文選擇了廣西省16個市（州）政府入口網站作為樣本進行實證研究，透過對各個市（州）政府入口網站的得分進行比較，結合其影響政府入口網站服務水平的經濟發展水平（人均GDP和人均財政收入）、經濟外向程度（實際利用外資）、旅遊狀況、人口規模等相關因素進行分析，發現服務環境缺乏、服務主體模糊、服務資訊不完善、服務目標不明確、服務規範性有待加強是其存在的主要問題。因此得出，創造有利於政府入口網站發展的良好環境、牢固樹立“以公眾需求為中心”的服務理念、活化政府入口網站服務資訊資源、深化政府入口網站服務目標、制定雲南省政府入口網站建設標準是其政府入口網站真正為民服務、“以公眾為中心”和可持續發展的首選對策。 關鍵詞：服務公眾   政府入口網站   綜合評價   指標體系
